Here are the details for the meeting:<br /><br />7:00 p.m. Tuesday, April 10th<br />Coppell Library<br /><br />Meeting agenda will consist of Introductions, Old Business, Budget Report, and New Business.<br /><br />Discussions will be held concerning repairs to our mailboxes, brick wall and entrances. There will be a special assessment this year and for a few years to come concerning the restoration/repairs needed to the wall and the mailboxes. As most of you know Park Meadow section 2 has had ongoing repairs to their brick wall for several years now. We now face the same type of repairs, but not to the same extent. Our brick wall is only half the length of Park Meadow 2. <br /><br />Our brick wall was built in 1985, 27 years ago, but now repairs are needed. It has been inspected and recommended that we begin work now, so we can do it over time keeping the annual assessment to the members as low as possible. You may not be aware, but our HOA dues have not been increased in the 27 years this neighborhood has been here. We have had only one special assessment of $125.00 several years ago for masonry work on the wall.<br /><br />Please be in attendance for this important meeting! <br />I received a call today from a gracious member asking for information in regards to replacing a fence. During our conversation she mentioned that she had visited this blog and didn't see any news about our annual meeting. I appreciated her call as I checked this blog and saw that my update post about the annual meeting didn't "post". I'm sure it was a "user error".

<br /><p>2011 Annual Meeting Minutes:</p>
<br /><p>Our annual meeting was held May 17, 2011 at 7:00 p.m. at the Coppell Library. We had 19 members present.
<br /></p>Cindy Etheredge called the meeting to order. In Debbie Diamonds absence, Cindy read the minutes from the 2010 annual meeting. In Mark Henry's absence, Cindy gave the update on the financials. There are 23 members that have not paid their 2010 dues. 48 members have paid 2011 dues leaving 34 still outstanding for the year 2011. Notices are to be sent to those who are delinquent.
<br />
<br />The Fall Neighborhood Get Together, held in the Quiet Valley cul de sac, was a success with lots of entries in our chili cook-off, costume and decorated pumpkin contest. Debbie Hardin was the winner of the chili cook-off and decorated pumpkin contest. The 2011 Get-Together will be held in the Morning Mist cul de sac during the fall, possibly National Night Out on October 4, 2011.

<br />Cindy Etheredge consulted with an attorney about the need to update our Articles of Incorporation. It was the concensus of the members present not to make any changes to our Articles of Incorporation at this time.

<br />Cindy Etheredge opened up the floor for nominations or volunteers for new officers for the 2011-12 year. It was voted and passed to re-elect Cindy Etheredge as President and Debbie Diamond as Secretary/Treasurer. Mark Henry stepped down as Treasurer. Charles Hardin, John Mix and Cindy Etheredge continue to serve as the Architectural Committee.

There were introductions by each person attending and then the meeting was called to order.<br /><br />Cindy Etheredge called the meeting to order. Mark Henry gave a review of the financial report. There are 52 families out of the 82 that have paid their dues for 2010. Reminder letters will go out to those that have not paid.<br /><br />Discussions were held about our annual HOA neighborhood party. It will be held in conjunction with National Night Out. The date is to be determined. The volunteers to coordinate the party are Debbie Hardin, Susan Mix, Teressa Parham, and Debbie Diamond. Quiet Valley cul.de.sac will be the location this year.<br /><br />The HOA Blog will continue to be a part of communications for the neighborhood. Cindy Etheredge will look for ways to improve visibility of the blog. We encourage members to use this blog to post referrals for babysitting, lawncare and good maintenance people.<br /><br />Cindy Etheredge brought to the members attention that our HOA bylaws have not been updated since originally written. Volunteers offered to check with some of their contacts to see how we go about getting them updated. Rick Diamond offered to contact attorney Jay Turner to see if he had any suggestions. A motion was made and seconded that we add solar panel and windmill policies to the bylaws.<br /><br />Discussion was also opened for improvements for sidewalk issues to keep the neighborhood looking nice and safe for walkers. It is encouraged that the homeowner call the City of Coppell streets department and request sidewalk repair.<br /><br />Motion to re-elect current officers was made and seconded. Effective SEPTEMBER 1st, only "hands free devices" may be used to communicate in a school zone unless:<br /><ul><li>The vehicle is stopped; or</li><li>The cell phone is used with a hands free device.</li></ul><p>The City is posting signs at the entrance of all school zone crossings warning drivers not to use the cell phone in the school zone crossing. BE AWARE!</p><p>Also, I have posted a letter from former mayor and RE/MAX DFW Associates Broker, Mark Wolfe, written to the City Council after his opportunity to speak at the Public Hearing last Tuesday night. The next Public Hearing is Tuesday, September 1st.</p><p>Per Mark Wolfe:<br /><br />The opposition is growing at a rapid pace among citizens regarding the proposed five cent tax increase for the City of Coppell. There was healthy discussion and when I came home from another meeting I was able to listen on TV the closing comments from each of the Council members. I know this is a difficult choice that each of you are making. I sat in your seat for several years and only someone that has been in your position fully understands the implications.<br /><br />Coppell faces numerous challenges over the next several years. The Northlake issue, the aging population and the demographic changes will have major implications for our community. But the most pressing issue is our current economy. The current economic downturn has affected Coppell citizens more than many of us know. In my business our agents see it every day as they deal with their neighbors and fellow citizens in delinquent mortgages, refinancing, selling or downsizing their home, etc. It is all very real to so many. Also, local businesses are struggling for their very life. Several local business owners live on my street and virtually all have put personal savings into their companies this year. Several local business owners are drawing no salaries.<br /><br />I share this information because the opposition and fear to the increased government spending in Washington D.C. has spilled over to the local economies. I personally believe this five cent tax increase is a boiling point for many citizens. It is not the money. It is the principle of the situation. It is the fact that our local government would do this to their citizens right now. I was not expecting the phone calls, emails and personal comments today from local citizens thanking me for my comments last night. Further, virtually every person made the comment of some on Council that appeared concerned and empathetic and others on Council that appeared arrogant with an attitude of “we know better than you.” I heard that several times today. People are angry and the slightest body language or facial expression apparently raised serious concerns among some local citizens. This community has had a real bond for many years. I fear that bond is on the verge of breaking.<br /><br />Listening to your comments on TV at the close of the meeting I really felt that most Council members were really having an inner struggle on the issue. I received this knowledge yesterday after calling the police to report a bike stolen right off my front porch. The thief left a bike in my yard in order to take my son-in-laws. The policeman took the abandoned Mongoose bike with him. <br /><br />Needless to say, please keep your eyes open and be aware that this is happening in our neighborhood. If you see someone that is acting strange or doesn't look like they belong around your neighbors house, please check them out. We will have a bounce house for the kids. Come enjoy the food and get to know your neighbors. It starts at 5:30 in the afternoon and lasts until ??. RSVP to Debbie Diamond at 972.462.7867 by Friday the 8th so we can be sure to have plenty of food. We will need volunteers to help set up and clean up.<br />

Also, Saturday, May 9th is Family Fish Day in Andy Brown Park East. It last from 9 a.m. until 1.p.m. Walk to the park and enjoy this time with your family. Take a pole and see if you can catch the biggest fish for an exciting prize!<br />
